The BCI Motto is, “Every Player Plays”

It’s Simple! BCI requires that “Every Player Play” in each and every game. All that is required is that every player on a team’s roster play a minimum of 5 minutes in the first half of each of her team’s game.

 

DIVISIONS OF COMPETITION

Players may qualify either by age or by grade. For example (in the 10/4th grade division), teams may be made up of players that are 10 and under AND/OR in the 4th grade. Players may play up at a higher grade or age level, but may not play down. A player may play on ONLY 1 team per tournament weekend.

 

NOTE: THE MAXIMUM AGE DIFFERENTIAL IS 12 MONTHS.

I.E. A PLAYER (AGE 13) IN THE 6th GRADE (12 & UNDER DIVISION) IS ELIGIBLE.

A PLAYER (AGE 14) IN THE 6th GRADE (12 & UNDER DIVISION) IS NOT ELIGIBLE.

 

Age Cut-Off for Girls – January 1st of the current year. If a player turns 15 on or after January 1st of the current year she is eligible to play 14U. More details on eligibility are at the end of this document.

 

BCI GIRLS DIVISIONS

10U: 10 and under or 4th grade.

11U: 11 and under or 5th grade.

12U: 12 and under or 6th grade.

13U: 13 and under or 7th grade.

14U: 14 and under or 8th grade.

15U: 15 and under or 9th grade.

16U: 16 and under or 10th grade.

17U/18U: 17 or 18 and under or 11th & 12th grade.

 

Grade – a player’s grade level is the grade they are in during the last semester of the current school year.

 

NATIONAL TOURNAMENT ELIGIBILITY

ANY TEAM THAT PARTICIPATED IN A STATE QUALIFYING TOURNAMENT IS ELIGIBLE TO PARTICIPATE IN BCI NATIONALS. IN A STATE WHERE THERE IS NO QUALIFYING TOURNAMENT A TEAM MAY REQUEST AN AT LARGE INVITATION TO NATIONALS BY CALLING THE BCI NATIONAL OFFICE.

 

INSURANCE AND MEMBERSHIPS

INSURANCE: Non-BCI member teams must be covered by an appropriate insurance policy provided by BCI covering injuries incurred during the tournament. The cost is $50 per team per tournament.

MEMBERSHIP: Membership in BCI is optional and is offered at $125 per team. A team is considered as consisting of a minimum of 5 and a maximum of 15 players and 2 coaches. Additional coaches may be listed at $15 each. The membership includes insurance coverage for all practices and tournaments, whether BCI sanctioned or not.

 

BENEFITS: Benefits to BCI members include:

  1. Insurance coverage for all organized team BCI sanctioned and non-sanctioned events, practices, leagues, etc.
  2. The use of BCI name, initials and/or logo is permitted to member teams only. (e.g. Texas BCI).
  3. Renewable on an annual basis. (Calendar year).
  4. Roster changes permitted without additional charge.
  5. Certificates of insurance for practice facilities etc. at no additional charge.

TOURNAMENT CHECK-IN

  1. Teams will be issued 2 coach’s passes. If there is a need for additional coaches passes, please see a BCI representative on site. Any person holding a coach's pass must sit on the team bench during the team’s games.
  2. TEAMS ARE REQUIRED TO BRING PLAYERS PROOF OF AGE OR GRADE TO REGISTRATION. Acceptable proofs of age are clean photocopies of birth certificate, adoption papers, immigration papers or school documentation. Acceptable proofs of grade are clean copies of any report card from the current calendar year. These documents will be checked and returned.
  3. Rosters must be submitted with the tournament entry, however, a team may add or delete players up until tournament check-in.

 

ROSTERS

  1. Rosters must contain a minimum of 5 players and a maximum of 15 players.
  2. Teams must be made up of players from the same or adjoining states only.
  3. A team official must fill out an official game roster before each game and leave it at the score table.
  4. List only players that will be playing in that particular game on the official game roster.
  5. If a player arrives late for his/her game they must be listed in the team’s official game roster and be able to get, at least 5 minutes playing time in the first half to be eligible to play in that game.
  6. If a player is not listed in the official game roster but arrives in time to play at least 5 minutes in the first half, a technical foul will be assessed to the team before the player is allowed into the game.
  7. If a player is listed on the official game roster and does not show up in time to play 5 minutes in the first half a technical foul will be assessed during half time.

 

PLAYING RULES

THOSE ADOPTED BY THE NATIONAL FEDERATION OF STATE HIGH SCHOOL ATHLETIC ASSOCIATIONS WITH THE FOLLOWING EXCEPTIONS:

BCI “EVERY PLAYER PLAYS” SUBSTITUTION RULE (Every player on a team’s roster is required to play a minimum of 5 minutes in the first half of each of her team’s games)

 

25 POINT RULE

A 25-point lead in the second half will result in a running clock. The clock will stop only on called time-outs and free throws. Regulation clock will be re-instated if the losing team gets within 15 points.

 

TIME-OUTS

A team will be permitted four (4) time-outs per game. Time-outs will carry over. An additional time-out will be allowed for each overtime period.

 

OVERTIME

4 minutes each

 

FOULS

  1. On the seventh (7th) team foul the opposing team will be in the one & one bonus.
  2. On the tenth (10th) team foul the opposing team will be in the double bonus.
  3. A player will foul out on her 5th foul.

 

SCHEDULING/PLAYING TIMES

  1. 10U, 11U & 12U - two 14 minute halves
  2. 13U & 14U - two 16 minute halves
  3. 15U, 16U, 17/18U& Prep No More – two 18 minute halves

 

All games will be played with a stopped clock format.

There are 10 minutes between games and 5 minutes between halves.

 

GRACE PERIOD

Plan to be at the gym at least 30 minutes before your scheduled game. There will be a 20-minute grace period for the 1st tournament game on the 1st day only. All other games will have a 10-minute grace period. If a team is not in the gym and ready to play after the above mentioned grace periods a forfeit will be assessed.

 

GENERAL TOURNAMENT RULES

  1. First and last names of players must be entered into the score books, and the starting 5 checked.
  2. Warm-up balls are NOT provided. The official game ball only will be provided.
  3. We will try and contact a team if there are any changes in the schedule; however, it is the team’s responsibility to check the posted brackets on a daily basis for any changes.
  4. Uniforms should be numbered back and front and although there is no penalty for not having numbers on the front, it is strongly recommended.
  5. The teams listed with the lowest number or letter in pool play will be the home team – after pool play or in a regulation bracket, the team on the top will be the home team. Home teams must wear the lighter colored uniform.
  6. No one other than the official score keeper and timekeeper is permitted to sit at the score table. Official score keeper and timekeeper ARE provided by the tournament. Any team statisticians must sit on the team bench or in the stands.
  7. A player can only play on one team in any BCI event. (e.g. player cannot play on a 14 and a 15 year old team during the same weekend)
  8. An admission fee will be charged to watch the games. Daily or tournament passes will be available. There is no admission charge for children under 6 years of age.

 

TOURNAMENT FORMAT

Pool play, followed by a single elimination championship bracket and a single elimination consolation bracket. The 1st & 2nd placed teams in each pool will play a double elimination championship bracket and the 3rd & 4th placed teams in each pool will play a single elimination consolation bracket. In some cases a round robin format will be used.

 

DETERMINING POOL PLACINGS

Pool placing is determined in the following manner.

  1. Win – loss ratio
  2. In the case of 2 teams tying – head to head competition
  3. In the case of 3 or more teams tying, the point spread on all games in the pool with a maximum of 15 points counting in any one game.

 

PROTESTS

Protests should be reported immediately so that they will be heard in a timely manner.

All protests must be in writing and accompanied by the official protest fee of $50. This fee is refundable only if the matter is ruled in the favor of the protesting party. They will be handled by an official BCI representative who will meet with 1 coach ONLY per team involved in the protest.

 

Protests of referees will be handled by the designated head of officials only.


CODES OF CONDUCT

BCI demands a certain level of conduct from all coaches, players and fans participating in any of its tournaments. The following penalties will be imposed at all BCI sanctioned tournaments.

  1. Any coach, player or fan ejected from his/her team’s game by the referees, gym supervisor or BCI official must leave the gym immediately and will not be allowed into the gym for the team’s next game.
  2. Two ejections will result in expulsion for the remainder of the tournament.
  3. Any player, coach or fan caught in any physical altercation or destruction of property at any time during their stay at the tournament will result in expulsion for the remainder of the tournament.
  4. Each team is responsible for any damages caused by any member of its party. It is the sole responsibility of the team’s administration to make good on any claims by hotels, van rental agencies or playing site where the damage has occurred.
  5. BCI has instituted a 0% tolerance for drug and alcohol abuse. Anyone found in violation of this policy will be ejected from the tournament.

10 & Under/4th Grade

Any player born January 1, 1997 or later

Any player born January 1, 1996 or later that has just completed the 4th grade (must show this year's report card as well as a birth certificate.

 

11 & Under/5th Grade

Any player born January 1, 1996 or later

Any player born January 1, 1995 or later that has just completed the 5th grade (must show this year's report card as well as a birth certificate.

 

12 & Under/6th Grade

Any player born January 1, 1995 or later

Any player born January 1, 1994 or later that has just completed the 6th grade (must show this year's report card as well as a birth certificate.

 

13 & Under/7th Grade

Any player born January 1, 1994 or later

Any player born January 1, 1993 or later that has just completed the 7th grade (must show this year's report card as well as a birth certificate.

 

14 & Under/8th Grade

Any player born January 1, 1993 or later

Any player born January 1, 1992 or later that has just completed the 8th grade (must show this year's report card as well as a birth certificate.

 

15 & Under/9th Grade

Any player born January 1, 1992 or later

Any player born January 1, 1991 or later that has just completed the 9th grade (must show this year's report card as well as a birth certificate.

 

16 & Under/10th Grade

Any player born January 1, 1991 or later

Any player born January 1, 1990 or later that has just completed the 10th grade (must show this year's report card as well as a birth certificate.

 

17/18 & Under

Any player born January 1, 1990 or later

Any player born January 1, 1989 or later that has just completed the 12th grade (must show this year's report card as well as a birth certificate.
